Terry was a contact person of Simon Teller who used to supply him with items in exchange for money.
Back when Simon was still sane and building the Traveler communication network on the deep web, he employed Terry to procure things for him but set meetup points at clandestine areas. On one such occasion Terry arrived late and requested to meet at a more accessible place, though Simon ignored him and paid him as per usual. Terry beamed at how the tech he obtained kept getting smaller, but his face fell when Simon requested another one for next week. He wondered what Simon was actually building, concerned if it was anything illegal. Simon ignored him again and walked away, and Terry called after him that he can try getting his item but made no promises he could do it.
