Jacqueline Peele is an agent of Child Protective Services concerned with the welfare of Carly Shannon and Jeff Conniker's son Jeffery Conniker Jr. She has been at her job long enough to recognize shortcomings on all sides, but ultimately she makes her decisions with the child in mind first and the circumstances of the parents a distant second.

Biography[]

Acting on a report from Jeff, Jacqueline conducts an informal home visit on Carly's house to check on Jeffrey Jr. She asks some perfunctory questions and takes notes but Carly antagonizes her, thinking she might be an enemy from her Traveler life. Carly asks her to leave, and Jacqueline makes a note that she refused the initial meeting. (S1E07: Protocol 5)

She participates in a hearing when Jeff initiated a custody battle for Jeffrey Jr., seated between the two feuding parties. She silently observes the two's antics, only making notes as Carly grows more heated. Later in the evening she conducts a home visit again, with a warrant this time. She makes it clear she is on no one's side but Jeffrey Jr., though she empathizes with Carly when she divulges her hardships at parenting, and notices the telltale welts of domestic abuse on Carly's arms.

The next time she drops by is an informal visit, where she informs Carly she wants to strengthen her case against Jeff. As far as Jacqueline's concerned, Carly's source of funds is irrelevant, but because Jeff alleged that she was prostituting herself she advises Carly to get a job. Jacqueline offers to set things up. However, Carly torpedoes her own case when she leaves Jeff Jr. under his father's care for a few days because of a Traveler mission. Jacqueline unsuccessfully contacts her in that time, and when she finally reaches Carly she informs her she has no choice but to recommend Jeff take custody until the hearing is settled. (S1E11: Marcy)

When Jeff is accused of killing a child, and in light of Carly's frequent communication blackouts, Jacqueline sees two flaky parents and files a 72-hour dependency action: Jeffrey Jr. will be under the care of the state until the next assessment, and his parents are prohibited from seeing him. Unless the two patch things up, Jacqueline recommends having another guardian take care of Jeffrey Jr. indefinitely. (S2E02: Protocol 4)

Following Jeff and Carly moving back in together, attending counseling, and giving rehearsed answers to Jaqueline's questions, she tells them they're faking it but recognizes that they are making an effort for their son's sake. She thinks they may not be good spouses but they might be good parents, and she returns custody of Jeff Jr. to them. (S2E03: Jacob)

Things won't last, however, as Jeff backslides into alcohol after putting it off. He attempts to rape Carly, but she almost kills him in response. The next time Jacqueline conducts a house visit, it is with a police escort, and she informs Carly that Jeff has been awarded sole custody. (S2E11: Simon, S3E02: Yates)
