
The Federal Bureau of Investigation (FBI) is the domestic intelligence and security service of the United States of America. It handles cases with an interstate component. (S2E02: Protocol 4)
History[]
As with several government agencies, the FBI had been infiltrated by Travelers from the future, who used its resources both in service of Traveler missions and aiding their Protocol 5 host lives. Grant MacLaren of the Washington field office was one of the first known, and frequently introduced the rest of his team to others as "specialists" under his employ. Specifically, Marcy Warton was allegedly an FBI doctor, while Philip Pearson was a "confidential informant" from the hacking case inherited from the original MacLaren just prior to 3468's arrival.
Actual FBI agents taken over by Travelers included Wakefield, Callahan, Walt Forbes, and several others when the quantum frame overwrote their original selves. Everyone after MacLaren were revealed to be from a splinter group known as the Faction, and were overwritten again with loyal Travelers when the Director prevailed against their rebellion in the future. When evidence of Traveler existence became undeniable, FBI Director Stevenson led a coordinated strike against known cells worldwide, even within his own organization. The Washington field office was known to have been compromised ever since Wakefield claimed his investigation task force looking into the Travelers found "nothing". Stevenson rescinded the attack after convincing from agent Joanne Yates that the Director wished to cooperate with government agencies going forward. (S2E12: 001, S3E01: Ilsa)
Even with the promise of cooperation, the mistrust still went both ways. The FBI developed countermeasures against this potential threat. They invented a space-time attenuator to shield an office from the Director's sight, as well as a means to overload active Traveler comms with white noise.
The FBI designated itself a governing body over the Traveler program and appointed non-Traveler liaisons to their Traveler partners. However, Travelers in the FBI still withheld information if they didn't need to know. This deteriorated to the point where Yates had to fake a scenario where an actor playing a Traveler claimed to have no knowledge of Protocol Omega in an attempt to get MacLaren to tell what he knew about it.
Following nuclear attacks against archives worldwide, the FBI mediated a discussion between Grant MacLaren and the heads of counterpart agencies in China and Russia. However, the leaders were overwritten by Faction, cutting the talks, and later worldwide armageddon ensued with multiple nuclear missile launches in response to the overwrites.
