Detective Gower was a police officer who handled the drug overdose case of Stephen. He investigated Philip Pearson, Stephen's roommate and best friend, as a person of interest.

Gower found Philip at an internet cafe, informed him of Stephen's death, and invited him to the station for questioning. The available evidence indicated that Philip abandoned his friend to die, and Gower was trying to determine if Philip should be charged with manslaughter. He claimed he knew Philip's habits and associates as a junkie. He employed psychological tactics in getting him to confess, such as placing a softdrinks bottle in front of the visibly jonesing Philip. The young man, however, invoked his right to legal representation and was released on bail afterward.

The next day, FBI agent Grant MacLaren called Gower asking about Philip, saying he might be part of a terrorist cell. Gower didn't believe it, but then again the addict won six digits out of seven in a lottery. Thinking he might as well be able to catch Philip with $90,000 worth of smack, Gower agreed to surveil Philip on the FBI's behalf.

Gower later saw Philip walking around and followed him in his car, questioning him about his winnings. Philip claimed he was "financing a secret hideout" but Gower thought he was joking.

Later in the day, while Gower continued to observe Philip the hood of his car was run over by some skateboarders, diverting his attention. He caught them, but then Philip again showed up close by. Gower called to him. The junkie decided to run, however, and Gower ran in pursuit. The detective caught up to Philip at a dead end, but the strain of the activity induced a heart attack in him. Gower implored Philip to call 911, but he refused, claiming the detective was fated to die. He was "considered as a host" but was disqualified because the heart attack was inevitable. The words made no sense to the detective, who momentarily felt alright before slumping dead.

Following Stephen's funeral, Philip sought to make amends to his and Gower's families by having the lawyer Ray Green discreetly drop off huge sums of money at their residences. (S1E03: Aleksander)
